The digital euro is a proposed retail central bank digital currency for the euro area being developed by the European Central Bank and the Eurosystem. A two-year preparation phase ran from November 2023 to October 2025, covering technical design, market interaction with payment service providers and merchants, and support for the EU legislative process. On 29 October 2025 the ECB's Governing Council decided to move to the next phase, working on the assumption that EU co-legislators adopt the digital euro Regulation during 2026, with a pilot and first transactions possible from mid-2027 and a potential first issuance in 2029.
