Liechtenstein pioneered comprehensive token regulation with the Token and Trusted Technology Service Provider Act (TVTG, in force since 2020), whose Token Container Model provides a civil-law basis for ownership, transfer and enforcement of rights represented by tokens, with trusted-technology (TT) service providers registered and supervised by the Financial Market Authority (FMA). The Principality has now bridged to the EU regime: MiCAR became applicable in the EU on 30 December 2024, was incorporated into the EEA Agreement in June 2025, and applies domestically through the EWR-MiCA-DG implementing act, in force since 1 February 2025, which amended the TVTG and the Due Diligence Act (the AML statute). TVTG-registered TT service providers whose activities fall under MiCAR could continue operating during a transition that ran until 1 July 2026; since that date MiCAR authorisation under Article 63 is required. The TVTG remains in force for what MiCAR does not harmonise — notably NFTs and the civil-law dimension of tokens — leaving a deliberate dual regime: MiCAR for in-scope services, TVTG for the rest.
