Framework: No enabling legislation. The Central Bank of Sri Lanka has licensed no virtual-currency scheme or exchange, and its public notices of 16 April 2018 and 9 April 2021 stress that virtual currencies carry no regulatory safeguards; Governor Nandalal Weerasinghe reconfirmed on 24 September 2025 that crypto cannot be used for payments and remains outside financial regulation.

Sri Lanka combines a hard payments bar with an investment grey zone. The CBSL states it "has not given any license or authorization to any entity or company to operate schemes involving VCs, including cryptocurrencies", and initial coin offerings are likewise unauthorised. The 2021 notice adds a foreign-exchange dimension: virtual currencies are not a permitted investment category under the Foreign Exchange Act No. 12 of 2017, so purchasing crypto from abroad breaches FX rules, and debit or credit cards may not be used for foreign-currency payments relating to virtual-currency transactions. In September 2025 the governor reiterated that all domestic transactions must be settled in Sri Lankan rupees, that crypto is not recognised as a valid investment instrument, and that no legislation currently governs it — while indicating the government intends to enact laws enabling virtual-asset service providers to register with Sri Lanka's Financial Intelligence Unit for anti-money-laundering purposes. Holding crypto is not explicitly criminalised, but residents trade on foreign platforms or peer-to-peer networks without protections or banking support.

Tax treatment

With no crypto-specific legislation, tax treatment of crypto gains is pending verification — consult the Inland Revenue Department or a local adviser. Note that acquiring crypto from abroad may itself breach the Foreign Exchange Act, which dominates any tax analysis.

Travel rule applicability

Status: not applicable — no licensed VASP perimeter. Sri Lanka authorises no exchanges, so there are no regulated entities to which FATF travel-rule obligations attach. The CBSL governor said in September 2025 that planned legislation would bring VASP registration under the Financial Intelligence Unit, which would create the AML perimeter the travel rule requires.
