Russia's State Duma passed a comprehensive crypto regulation framework, effective Sept. 1, legalizing exchanges and setting rules for trading. Only registered entities can operate exchanges, with a transition period until July 2027. Retail investors face an annual limit of ~$3,800 per intermediary, while qualified investors have no restrictions.
