Burnham's pick of former defence secretary John Healey as chancellor was read as a signal of higher military spending. Healey had resigned from Starmer's cabinet accusing the Treasury of refusing to fund defence properly, having pushed for 3% of GDP by 2030 against the Treasury's 2.68% - a gap of about 10 billion pounds a year.
