GOAT Network is a Bitcoin layer-2 that aims to support financial activity on Bitcoin without relying on custodians or federations. Its central claim is Bitcoin-native security inheritance built on the BitVM2 protocol, paired with a Type-1 (Ethereum-equivalent) zkEVM execution environment and its own audited zkVM proving engine, Ziren. It uses a decentralized sequencer architecture rather than a single operator, and has run BitVM2 testnets describing the network as a Bitcoin-native zkRollup. Additional work covers machine-native payments via the x402 protocol and verifiable agent identity via ERC-8004.
