Overview
Fnality International is a bank-owned consortium building regulated, blockchain-based wholesale payment systems in which settlement assets are fully backed by funds held at a central bank. It is backed by 24 leading financial institutions — the shareholder list on fnality.com includes Banco Santander, Bank of New York, Barclays, BNP Paribas, Citigroup, Goldman Sachs, ING, Lloyds Banking Group, Mizuho, MUFG, Nomura, State Street and UBS — with market-infrastructure participants DTCC, Euroclear and Nasdaq also involved. Its first live system is the Sterling Fnality Payment System (£FnPS), which Fnality describes as the first fully regulated distributed-ledger-technology-based payment system in the world, offering real-time peer-to-peer settlement with 24/7 availability and atomic settlement — meaning payment and delivery legs settle simultaneously or not at all, eliminating settlement risk in cross-firm transactions. The concept originated as the Utility Settlement Coin project, and the company operates from the UK and the USA, indicating dollar expansion alongside sterling. Fnality's positioning is explicitly institutional: it is wholesale market infrastructure for banks and businesses, not a public stablecoin. Fnality grew out of the bank-led Utility Settlement Coin initiative and is now owned by 24 financial institutions plus infrastructure participants including DTCC, Euroclear and Nasdaq. Its Sterling Fnality Payment System is live and billed as the world's first fully regulated DLT-based payment system, with UK and US operating locations.
