Project Polaris project
Overview
Project Polaris was a BIS Innovation Hub Nordic Centre project on the security, resilience and offline functionality of central bank digital currency systems. Its main output is a security and resilience framework to guide central banks in designing, implementing and operating CBDC systems while mitigating operational, legal and reputational risk from cyber threats and outages. The framework sets out a seven-stage model — prepare, identify, protect, detect, respond, recover and adapt — and recommends measures such as dedicated security and resilience functions across each phase of a CBDC programme and appointing a chief security officer who coordinates internationally. A parallel Polaris workstream examined how CBDC could work offline.
