Overview
Project Tourbillon is a research project by the Bank for International Settlements (BIS) exploring a central bank digital currency (CBDC) design that balances privacy, anonymity, and anti-money laundering compliance. It proposes a model using blind signatures and dynamic access rules to allow payer anonymity while ensuring regulatory oversight. Led by the BIS Innovation Hub Swiss Centre with cryptographer David Chaum and IBM as implementation partner, the project built two eCash-based prototypes and published its results in November 2023.
