Eastern Caribbean Central Bank regulator
Overview
The Eastern Caribbean Central Bank (ECCB) is the monetary authority for the Eastern Caribbean Currency Union, an eight-member group of Caribbean states sharing the Eastern Caribbean dollar. It is notable in digital assets as one of the earliest central banks to launch a retail central bank digital currency: it began the DCash pilot in March 2021, developed with Bitt Inc, covering person-to-person, person-to-business and business-to-business payments across all eight member territories. DCash suffered a multi-week outage in early 2022 that drew international attention as a stress test for CBDCs. The pilot ended in January 2024 and the ECCB has said it intends to implement a commercial retail CBDC, DCash 2.0.
