Overview
The Financial Conduct Authority is the UK's conduct regulator for financial services and the body responsible for cryptoasset oversight. It currently runs two distinct regimes. The first is the cryptoasset business registration regime under the Money Laundering Regulations 2017 as amended: in-scope cryptoasset exchange providers and custodian wallet providers doing business in the UK must register with the FCA before offering those services. The FCA is explicit that this registration covers AML and counter-terrorist-financing supervision only, is a legal requirement rather than an endorsement, and must not be presented as equivalent to full authorisation under the Financial Services and Markets Act 2000. The second is a far broader regulated-activities regime: on 30 June 2026 the FCA published its final package of policy statements covering admissions and disclosures, stablecoin issuance, regulated cryptoasset activities, prudential requirements and Handbook application, with full commencement set for 25 October 2027 and coverage extending to trading platforms, dealers, arrangers, lending and borrowing services, staking providers and in-scope DeFi. Unlike the EU's standalone MiCA, the UK folds crypto into the existing FSMA 2000 framework. The FCA became AML supervisor for UK cryptoasset businesses under the Money Laundering Regulations, initially operating a temporary registration regime before the permanent one. It then built a full regulated-activities framework, publishing the final policy statements on 30 June 2026 for commencement on 25 October 2027. The FCA has also intervened against individual crypto firms — its action prompted Pump.fun to block UK users in December 2024.
