Background and current state

Restaking is a financial primitive proposed by EigenLayer founder Sreeram Kannan in 2022 and shipped to Ethereum mainnet in stages — restaking deposits from June 2023, the AVS mainnet in April 2024. The core insight: the economic security of ETH staked on the Ethereum beacon chain is in some sense reusable — by opting into additional slashing conditions, a staker can pledge the same capital to secure additional protocols and earn additional yield. EigenLayer mediates this opt-in process through the AVS (actively validated service) abstraction: a protocol that wants restaked security registers as an AVS, defines slashing conditions, and pays operators in its native token or in ETH. By 2026 EigenLayer mainnet hosts approximately 40 live AVSs — with well over 100 more in development — spanning data availability (EigenDA, the platform's flagship service), oracles, bridges, sequencers, intent-execution networks, ZK proof networks and a long tail of more specialised services. Total restaked value sits at roughly $4.9bn as of July 2026 (DefiLlama), down from a points-era peak of approximately $20bn — a compression driven by post-points withdrawals and ETH's roughly 45% 2026 price decline — but consolidated around higher-quality flows. The category has expanded beyond EigenLayer. Babylon, the Bitcoin-centric restaking protocol, activated mainnet in 2024 and provides a non-custodial mechanism for pledging native BTC as economic security through a self-custody timelock construction; Babylon's TVL stands at roughly $2.6bn in BTC equivalent as of July 2026, and the protocol underpins a small but growing set of consumer chains and rollups using BTC-secured infrastructure. Karak and Symbiotic, EigenLayer competitors, have built generalised restaking platforms supporting multiple collateral types (LSTs, stablecoins, non-ETH assets), though the model has consolidated hard: Symbiotic holds roughly $0.3bn as of July 2026 while Karak is no longer tracked by DefiLlama, with the surviving vault architecture targeting yield-seeking institutional capital. Liquid restaking tokens — ether.fi (eETH), Renzo (ezETH), Kelp (rsETH), Swell (rswETH), Puffer (pufETH) — collectively wrap circa 60-70% of EigenLayer-restaked ETH and have become the primary retail and DeFi-composability vehicle for restaking exposure.

Key actors and market structure

EigenLayer and its founder Sreeram Kannan remain the gravitational centre of the restaking economy. The protocol's AVS pipeline, the EIGEN token's slashing-cap economics, and the operator network architecture set the patterns that competitors follow. The AVS economy is bifurcated: a small number of high-quality services with real demand (EigenDA dominates), a middle tier of credible-but-developing services (oracles, bridges, ZK proof networks), and a long tail of speculative AVSs whose long-term economic viability is uncertain. ether.fi is the largest liquid restaking issuer with roughly $3bn in eETH as of July 2026 and a deliberate strategy of expanding into vertically integrated DeFi (cash card, vaults, structured products); the issuer benefits from first-mover scale and a relatively conservative AVS exposure profile. Renzo with ezETH and Kelp with rsETH split most of the remaining LRT share, with Swell and Puffer occupying differentiated positions (Swell around its own L2 ecosystem, Puffer around anti-slashing technology and pre-confirmation use cases). Babylon's actor set is more compact: the protocol team, a handful of consumer chains using BTC-restaked security (notably some of the Cosmos-adjacent appchains and emerging BTC L2s), and a small set of LRT-style wrappers built on top. Karak and Symbiotic compete on flexibility — multi-asset collateral, more permissive vault designs — with their primary user bases being institutional yield desks and crypto-native funds rather than retail DeFi. Beyond these primary actors a layer of operators (the entities running the validation infrastructure for AVSs), strategy managers (curators allocating LRT capital across AVSs) and ecosystem participants (DeFi protocols accepting LRTs as collateral) constitutes the broader restaking economy.

Mechanism and economics

EigenLayer's economics rest on a three-sided market: capital providers (restakers and LRT holders) supply collateral and accept slashing risk; AVSs purchase economic security and pay in their native token or in ETH; operators run the validation infrastructure and earn fees from both sides. The points-era launch from late 2023 through October 2024 collected over $20bn of restaked ETH on the promise of EIGEN airdrop and AVS-token allocations. The EIGEN token launched in October 2024 with a substantial portion locked into vesting schedules, and the token's first-year price action — a sharp early peak followed by sustained drift lower — reflected the gap between speculative points-era expectations and the more modest reality of AVS payment flows. By April 2026 the post-points equilibrium yields look as follows: base ETH staking yield of 3.0-3.5%, plus an additional 0.3-1.5% from AVS payments (variable by AVS exposure), plus opportunistic LRT incentive yields that have largely faded but persist in 0.2-0.5% increments. Aggregated, restakers earn 3.5-5.5% blended yield versus 3.0-3.5% for non-restaked staking. Whether the additional 50-200 bps justifies slashing exposure is the central question. Babylon's economics are different in nature: BTC holders earn validator-style yields paid in the native tokens of consumer chains using BTC-secured infrastructure, with returns currently in the 1-3% BTC-equivalent range. Karak and Symbiotic apply more flexible collateral and vault structures producing variable returns based on the underlying AVS or service portfolio.

Recent milestones (2024-2026)

April 2024 - EigenLayer mainnet activates with the first AVSs (EigenDA, witness chains) live. June-September 2024 - the points-era frenzy peaks; LRT issuance reaches all-time highs; institutional capital begins meaningful allocation. October 2024 - EIGEN token launch; the first AVS payment cycles begin in earnest. August 2024 - Babylon's phase-1 mainnet activates self-custodial BTC staking (its December 2024 third cap lifts staked BTC past 55,000). April 2025 - slashing goes live on EigenLayer mainnet (April 17), the protocol's first feature-complete release, with roughly 40 AVSs live; the Babylon Genesis chain launches (April 10) as the first Bitcoin-secured network. June 2025 - Eigen Labs rebrands the platform as EigenCloud, extending beyond restaking into verifiable data, compute and AI services. Key risks and open questions

Three risks structure the restaking thesis. First, AVS demand sustainability. The economic case for restaking depends on AVSs having real, paying demand for security. EigenDA has demonstrated this for data availability (with credible competition to Celestia), but the long tail of AVSs may not generate enough real economic activity to sustain meaningful payment flows. If AVSs collectively pay less than restakers expect, the yield premium compresses below break-even versus slashing risk and capital leaves. Second, slashing-correlation risk. Restaked ETH is exposed to slashing across multiple AVSs simultaneously; a poorly designed AVS or a cascading bug across operators could produce correlated slashing events that materially impair LRT NAV and trigger contagion. Slashing machinery has been live on mainnet since April 2025, but it has not yet been tested by a material adversarial event. Third, the EIGEN backstop integrity. EIGEN's design includes a token-burn slashing mechanism intended to penalise malicious AVS or operator behaviour through the EIGEN token's economics; whether this mechanism credibly deters or compensates for harm in a real adversarial scenario is theoretical until tested. Beyond these, slower-moving risks include LRT depeg dynamics — eETH, ezETH and rsETH can trade at discounts during stress, and the April 2026 Kelp DAO bridge exploit — which used a compromised single-verifier (1-of-1 DVN) configuration to fake burns and drain roughly $292M of rsETH, leaving wrapped rsETH stranded unbacked across 20+ chains — showed how off-chain infrastructure can impair an LRT without any smart-contract failure, regulatory characterisation of restaking yield as security-like, and the broader question of whether 'rehypothecation of staked capital' is ultimately a sustainable financial primitive or a yield-illusion that compresses to negligible premium over time.

Regulatory landscape

Restaking has not yet attracted significant regulatory scrutiny in major jurisdictions, but several pressure points are maturing. The SEC's posture under the post-2025 US administration has been broadly hands-off, with no enforcement action targeting restaking specifically and the staking-as-a-service guidance from 2025 implicitly accommodating restaking under similar principles. However, the operational reality of LRT issuers — collecting capital from retail, deploying across AVSs at the issuer's discretion, distributing variable returns — bears some structural resemblance to investment-fund activity, and a future SEC reinterpretation could attract registration requirements. The CFTC's commodity-classification of ETH does not meaningfully constrain restaking but does support derivatives markets on restaking yields and LRTs. Internationally, the UK FCA's 2025 cryptoasset policy work covers staking but takes no restaking-specific position, MiCA's perimeter does not explicitly cover restaking but covers LRT issuance under the broader CASP regime depending on construction, and Singapore's MAS has issued informal guidance accommodating restaking activity by licensed exchanges. Babylon's BTC-restaking design is structurally different — non-custodial timelock construction means no entity holds user BTC — and faces lighter regulatory exposure as a result. The medium-term question is whether the LRT layer attracts ETF or registered-fund treatment, which would deepen retail access but impose meaningful operational obligations on issuers.

Outlook through 2027

Three vectors will define restaking's evolution. First, AVS economic productivity. The category's longevity hinges on AVSs that generate enough real economic demand to pay restakers above slashing-risk-adjusted thresholds. EigenDA is the proof-point; replicating that elsewhere is the hard part. The three or four credible AVS verticals — data availability, intent execution, oracles, bridge security — need to mature into multi-billion-dollar paying customers; if they do, restaking yields stabilise at meaningful premium and the category expands to $40-60bn TVL by 2027. If they don't, yields compress, capital leaves, and restaking shrinks to a narrow niche. Second, slashing test outcomes. A material slashing event will happen; the variable is whether it is contained at the AVS level or cascades into LRT NAV impairment and broader contagion. Strong containment validates the model and accelerates institutional adoption; failure produces a step-function reduction in restaking TVL and a generation of regulatory attention. Third, BTC restaking trajectory. Babylon and successor protocols may extend restaking economics to the much larger BTC capital base; if BTC-secured infrastructure scales — particularly emerging BTC L2s and consumer appchains — the BTC restaking economy could rival or exceed ETH restaking by 2027. The cumulative outlook is a category that has graduated from speculation to working infrastructure but whose long-run profitability depends on AVS economics that are still being proven; the 2025-2026 transition from points-era exuberance to operating-yield reality has been mostly orderly, and the 2026-2027 test is whether the operating model is sustainable at scale.
