Overview
The Optimism Collective is the governance body that stewards the Optimism ecosystem and the OP Stack, the modular rollup framework that Optimism reports now powers 50+ chains. Its central design goal is that no single entity can unilaterally decide the OP Stack's future: as Optimism's documentation puts it, contributors, tokenholders, chains, apps and end-users all have a voice in protocol decisions. In practice, protocol upgrades are drafted by OP Labs or other core contributors, then reviewed by a Developer Advisory Board, and then subject to a seven-day veto period during which stakeholders can object before the change takes effect. Optimism positions the resulting network as programmable financial infrastructure with SLA-backed uptime, 24/7 monitoring and compliance flexibility. The Collective was created to govern Optimism as a shared ecosystem rather than a single chain, and its remit expanded as the OP Stack was adopted by other networks — now 50+ chains including Kraken's Ink, Bitpanda's Vision and Celo — making shared upgrade governance and the Developer Advisory Board veto process central to the Superchain model.
