Project Jura project
Overview
Project Jura was a cross-border wholesale central bank digital currency experiment run jointly by the Banque de France, the Swiss National Bank and the BIS Innovation Hub, with its report published on 8 December 2021. The experiment tested the direct transfer of euro and Swiss franc wholesale CBDCs between French and Swiss commercial banks on a single distributed ledger platform operated by a third party, using real-value transactions in a near-real setting and complying with prevailing regulatory requirements. Settlement was demonstrated both as payment-versus-payment for foreign exchange trades and as delivery-versus-payment for tokenised French commercial paper, so that currency and asset legs moved atomically. The private-sector participants were Accenture, Credit Suisse, Natixis, R3, SIX Digital Exchange and UBS. The live phase ran for three days beginning 15 November 2021. Jura formed part of the series of wholesale CBDC experiments the Banque de France began in 2020 and built on the SNB and BIS Innovation Hub work in Project Helvetia. The Banque de France started its wholesale CBDC experimentation programme in 2020; Project Jura was announced as a joint SNB, Banque de France and BIS Innovation Hub initiative, executed over three days from 15 November 2021, and its findings were published on 8 December 2021.
